PUBLIC USE OF THE BPA LIBRARY

SERVICE POLICY FOR NON-BPA LIBRARY USERS              

 

Visitors to the Library may use most of the materials in our collection. As time permits, Library staff will help find materials and provide a limited amount of technical assistance.   A photocopy machine is available for a limited amount of copying at no charge, provided copyright laws are observed. 

 

Because of the security sensitivity of some information in this library, BPA is limiting access to some documents.  BPA regrets any inconvenience caused by this decision, which reflects an awareness of the need to protect the public.  

 

The following materials may usually be borrowed from the Library:  books in the general collection, microfiche copies of government publications, and some publications from the BPA collection.   However, the Library reserves the right to refuse permission to borrow any item,

or to limit the number of items borrowed, either in total or at any one time.

 

The following materials may NOT usually be loaned without a Librarian’s permission: maps, serials, reference books, documents from the reference or utility files, and IEEE, IEE, and CIGRE conference proceedings, 

 

The loan period is 4 weeks unless otherwise noted at the time of the loan.  However, the borrower agrees to return at once any material needed by a BPA staff member.

 

Borrowing privileges are extended, at the discretion of the BPA Librarians, for certain non-BPA people as follows. Individuals not belonging to any of the categories below should submit an Interlibrary Loan (ILL ) request through their local public or school Library.  BPA loans its materials to other libraries throughout the country, following ALA ILL guidelines. We are a full OCLC participant.

 

The general basic rule is:  If no ILL is available, before any materials may be borrowed for use outside the Library, a "Request for Borrowing Privileges" form must be filled out. Borrowing privileges are good for one year after completing the forms, which are kept on file during that time.

 

RETIRED BPA EMPLOYEES:  Need a “Request for Borrowing Privileges” form on file, but no guarantor signature needed.  All privileges, except those that may incur a cost.

 

FEDERAL EMPLOYEES, NON-BPA:  Need a “Request for Borrowing Privileges” form on file, with guarantor signature.   All privileges, except those that may incur a cost.                

 

EMPLOYEES OF OTHER PUBLIC OR PRIVATE AGENCIES OR COMPANIES:  Person signing as guarantor must have authority to assume financial responsibility for materials borrowed by the applicant.  A permanent faculty member at a local college or university may sign as guarantor for a student. Applicants may not sign for themselves as their own guarantors. 

 

SCHOOLS IN OREGON, WASHINGTON, IDAHO, AND MONTANA:  Teachers wishing to check out any of the five BPA videos listed on the “BPA resources for teachers” Web page, or other library material, should request these items on Interlibrary Loan (ILL) from their local public library or school library.  Every attempt should be made first to use the ILL program.  If ILL is not available, a “Request for Borrowing Privileges” form must be filled out.  “Supervisor’s signature” is a principal or superintendents name.  Teachers from outside BPA’s service area should use the ILL program to borrow BPA library materials.

 

OTHER LIBRARIES:  Telephone call, email, and/or Interlibrary Loan.  Personal visits are always welcomed.

 

Please note:  the non-return of US government property will be reported as theft to BPA Security and Federal investigators in accordance with the BPA Personal Property Instructions and the Federal Property Regulations.
