Summary of Legacy Conservation Programs: Past and Current






RESIDENTIAL



Super Good CentsTM: This program encourages energy efficient building practices.

Super Good Cents Manufactured Homes: This marketing program is a cooperative effort among manufactured home associations, manufacturers, dealers, utilities, BPA and Pacific Northwest states.

Super Good Cents Manufactured Homes Consumer Rebates: A former program that offered rebates for manufactured homes built to the Super Good Cents standards.

Washington State Energy Code: In this former program, BPA paid for three support activities: builder payments, builder assistance, and heat pump buildings.

Oregon State Energy Code: A former program that provided design assistance, on-site technical assistance, and educational activities.

Appliance Efficiency: This program promoted a variety of efficient appliances including water heaters, refrigerators, and showerheads.

Weatherwise: A former weatherization program for existing site built and mobile homes. It included low-income weatherization.

Low Income Weatherization: A limited extension of existing BPA funding to Northwest states to continue low income retrofits.

Hood River Project: A former weatherization project that aimed to retrofit an entire community.

Manufactured Housing Acquisition Program: A former program that paid an incentive to manufacturers to build to an efficiency standard.

Residential Construction Demonstration Program: This former program promoted advanced technologies and products.

COMMERCIAL



Energy Smart Design: This former program encouraged energy efficient design in commercial buildings.

Lighting Design Lab: Located in Seattle, WA, the Lab is a resource center for efficient lighting strategies.

Long-Term Commercial Acquisition Process: This former approach included performance-based contracts, billing credits, and competitive acquisitions.

Energy Edge Project: A former demonstration project that promoted commercial energy efficiency standards.

Commercial Retrofit and End-Use Study: In this research project, actual energy savings were measured in 17 buildings.

Commercial Incentives Pilot: This former program provided audits and the installation of energy efficiency measures.

Purchase of Energy Savings: A former pilot program that used private sector financing to install energy efficiency measures.

INDUSTRIAL



Energy Savings Plan: This former program paid incentives for industrial consumers to increase the energy efficiency of their processes and operations.

Aluminum Smelter Conservation/Modernization: This former program invested in energy efficiency improvements in the region's aluminum smelters.

Sponsor-Designed: A former program that featured energy efficiency proposals designed by industrial consumers.

AGRICULTURAL



Waterwise: This former program included irrigation system evaluations and hardware retrofits.

MULTI-SECTOR



State Technical Assistance Cooperative Agreement: Under these former agreements, BPA provided funding to state energy offices to provide technical information on energy efficiency.

Electric Ideas: A former program that disseminated energy efficiency publications through electric utilities.

Energy Ideas Clearinghouse: This program offers toll free lines that connect with a computer bulletin board service and a hotline staffed by energy efficiency experts for commercial and industrial projects.
