utilities in the Pacific Northwest serve more than 2,000 megawatts of
industrial load, and BPA has a long history of supporting and advancing
the role of industrial energy efficiency in the Pacific Northwest. BPA program partners will work with BPA and utilities to complement a variety of industrial
services, including project development, marketing services and implementation
of industrial sector energy efficiency acquisition. |

The new BPA Energy Smart Industrial (ESI) program has been created to assist BPA utility customers in obtaining cost effective energy efficiency savings in the industrial sector. The ESI program is envisioned as a primary mechanism for BPA utility customers achieving industrial load energy savings goals of 12 aMW in fiscal year (FY) 2010 and 15 aMW in FY 2011 as found in the draft version of the Sixth Power Plan (See Figure 1).
The ESI program encompasses all BPA offered industrial sector programs and BPA industrial sector staff will provide overall ESI program management. There are dedicated BPA engineers and staff to manage industrial project technical reviews and approvals and TSP consultant contracting.
The ESI program takes affect from Oct. 1, 2009 through Sept. 30, 2011, with subsequent program renewal to be considered thereafter. ESI program enrollment for utilities is open through March 31, 2010.
The BPA ESI Program Delivery Manual provides details for the implementation
of the ESI program by BPA. Modifications to the manual are administered through
the ESI program manager and the BPA Contracting Officer. Scheduled modifications
to the manual occur bi-annually in January and July; however, the BPA ESI program
manager may implement critical modifications outside these scheduled periods
as appropriate. The BPA Implementation Manual
takes precedence over the program delivery manual if any terms, conditions or
descriptions are contradictory. For more information about the ESI program or

Program components
The ESI program is designed to meet the varying goals and needs of BPA utility customers and their end users. A variety of program components and have been developed for the ESI program to target a diversity of industrial sectors, projects and technologies. There are several innovative energy efficiency offerings ranging from energy management to trade ally delivered programs integrated into the ESI program implementation plan.
The Energy Smart Industrial Partner (ESIP) is a new support role in the industrial sector.
The ESIP is an industrial energy efficiency expert assigned by the ESI program to provide utility efficiency program staff with a single point of contact for coordinating ESI programs and resources to meet the goals and needs of their conservation program. The ESIP provides technical expertise and other assistance to utility staff, assists in representing the ESI program to utility end users (when requested), and facilitates the development and implementation of ESI program projects.
