The ESI model primarily utilizes the program partner and Technical Service Proposal (TSP) consultants to deliver energy efficiency savings. BPA Energy Efficiency staff provides overall ESI program management and dedicated BPA engineers provide technical oversight and manage TSP consultant contracting. A new role, the Energy Smart Industrial Partner (ESIP), is the "go-to" expert to consult with utilities to coordinate ESI programs and resources to meet the goals and needs of their conservation program.
The ESI program takes affect from Oct. 1, 2009 through Sept. 30, 2011, with subsequent program renewal to be considered thereafter.
The BPA ESI Program Delivery Manual (PDF, 792k)
provides details for the implementation of the
ESI program by BPA. Modifications to the manual are administered through the
ESI program manager and the BPA Contracting Officer. Scheduled modifications
to the manual occur bi-annually in January and July; however, the BPA ESI program
manager may implement critical modifications outside these scheduled periods
as appropriate. The BPA Implementation Manual
takes precedence over the program delivery manual if any terms, conditions or
descriptions are contradictory. For more information about the ESI program or
