Energy Efficiency Post-2011 Phase 2


On January 12, 2011, a cover letter from Energy Efficiency VP, Mike Weedall, was issued to announce the release of the "Energy Efficiency Post-2011 Implementation Proposal" and the opening of the Phase 2 public comment period. All BPA customers and regional stakeholders were encouraged to submit comments on the Implementation Proposal by February 14, 2011. Submitted comments are available.

On March 31, 2011, Energy Efficiency VP, Mike Weedall, issued a cover letter to announce the conclusion of the Energy Efficiency Post-2011 Public Process. Accompanying the cover letter were three documents, which together mark the closeout of Phase 2 of the public process: 1) the Phase 2 "Response to Public Comment"; 2) the "Energy Efficiency Post-2011 Implementation Program"; and, 3) a redlined version of the "Implementation Proposal." As of April 1, 2011, the "Implementation Manual" will be updated giving six months of notice before the program details contained in the "Implementation Program" take effect on October 1, 2011. BPA appreciates the time and work that many customers and stakeholders devoted to the Post-2011 Public Process.

Phase 2 of the Post-2011 public process has been an opportunity for BPA, its customers and other stakeholders to continue a collaborative engagement to build the most efficient and effective energy efficiency programs possible. Phase 2 began with a public Kickoff Meeting on July 7, 2010. The Kickoff meeting, in which more than 70 regional stakeholders participated, included an overview closing out Phase 1 of the process and a discussion about what should be collectively accomplished in Phase 2.

Because of the magnitude of the workload involved, a number of workgroups were formed to focus on specific topic areas. The five workgroups were:
    1) Energy Efficiency Incentive,
    2) Small/Rural/Residential Focus,
    3) Conservation Potential Assessments,
    4) Implementation Mechanism, and
    5) Regional Programs & Infrastructure.

The five workgroups were formed to provide recommendations to BPA on the implementation of energy efficiency programs for the post-2011 time period. A Phase 2 Midpoint Meeting was held on Wednesday, September 8, 2010 from 9:00am to 12:00pm in the BPA Rates Hearing Room. The meeting agenda and notes are available below.

The workgroups have now concluded their work and provided the Recommendations of the Workgroups to BPA. An Energy Efficiency Post-2011 Phase 2 "Recommendations Presentation" will take place on Wednesday, November 17 from 9am to 4pm in the BPA Rates Hearing Room (Room 223, 911 NE 11th Avenue, Portland, OR). A phone bridge will be available for those unable to attend in person. The Recommendations Presentation will give workgroup co-chairs the opportunity to present to the audience the recommendations from each of the workgroups as well as allow participants to ask questions and comment on the recommendations.

BPA will now take the finalized workgroup recommendations into consideration and make a Post-2011 proposal available for public comment in early 2011. The recommendations and public comments will provide guidance to BPA on program implementation for the post-2011 time period.

Phase 2 Workgroups

Each workgroup was co-chaired by a BPA employee and a customer representative. All workgroups were open to participation by any stakeholder and there was no specific restriction on the number of workgroup participants. Workgroup meeting dates and times were determined by workgroup co-chairs and participants. Straw proposals on specific topics were often created by BPA or workgroup members to help frame and move the discussions forward. The objective of the each workgroup was to provide recommendations pertaining to the issues of the workgroup topic area.
