Utilities and recovery-funded projects
Public utilities can claim energy savings towards the conservation adjustment to their contract High Water Mark (HWM) in fiscal year 2010 from BPA qualifying projects funded by the American Recovery and Reinvestment Act (Recovery Act). Get information about the economic recovery funding now flowing into your service area, potential measures or projects that can be claimed, and related information through the state links listed below.
Here is how public utilities can participate in recovery projects
and claim energy savings
- Contact the state and local government
and Community Action Partnership [CAP] agencies in your service area
that are receiving recovery funding.
- Identify the measures or projects
they have proposed for funding.
- Determine which measures/projects will qualify for BPA reimbursement and ensure that all applicable BPA requirements are met consistent with the Implementation
Manual. Examples include:
- Deemed measures: Obtain required documentation
to support utility claims.
- Custom projects: Obtain BPA approval of a custom
project proposal before any equipment is ordered. The utility must
be involved early in a custom project if energy savings are to be
claimed. BPA must approve the completed project before reimbursement
for energy savings is claimed.
- Offer an incentive for qualifying
measures and projects if appropriate.
- This may help facilitate utility involvement in the activities funded
by the Recovery Act.
- Recovery Act funds and BPA-reimbursed incentives can be combined
to offer increased incentive levels.
- The utility is not required to participate in the project or offer
an incentive in order to claim energy savings as long as BPA program
requirements are met.
- Report the measures/projects in the
Planning, Tracking and Reporting (PTR) system and claim the energy savings.
- Based on funding sources (utility self funded, BPA funded, Recovery Act funded or a combination of all three funding sources) either 75 percent or 100 percent of the energy savings can be claimed towards the conservation adjustment to the utility contract HWM.
- The PTR system will be updated by Dec. 31, 2009 to track funding
sources and will include information on utility HWM eligibility
based on funding sources.
