Implementation Manual



The Implementation Manual (Manual) provides the guidelines and requirements for implementing energy efficiency projects in the region. Updated semiannually, the Manual gives customer utilities, program partners and regional stakeholders information on how to plan and implement energy savings projects and includes approaches and options to further the regional energy efficiency partnership with BPA. The semiannual updates on April 1 and October 1 streamline administrative processes and expand, add and refine pilots, projects and programs.
