2010 BPA Rate Case
Bonneville Power Administration's wholesale power and transmission rates for the FY 2010-2011 rate period were established during the BPA-10 Rate Case under a single docket, with separate sub-dockets for power (WP-10) and transmission (TR-10). The rate proceeding, conducted through a formal process described in Section 7(i) of the Northwest Power Act, concluded when the Administrator signed the Final Record of Decision on July 21, 2009.
The complete rate proceeding record was then sent to the Federal Energy Regulatory Commission (FERC) for their review and approval of the proposed rates. The Comission granted interim approval to the 2010 Wholesale Power Rates Schedules and General Rate Schedule Provisions (GRSPs) on September 28, 2009. Subject to final approval from the Comission, these rates will be in effect from October 1, 2009 through September 30, 2011 (FY 2010-2011).
If necessary, BPA adjusts its rates in accordance with the GRSPs through the annual Dividend Distribution Clause (DDC), the Cost Recovery Adjustment Clause (CRAC), the NFB1/ Adjustment, and the Emergency NFB1/Surcharge. There are no adjustments or surcharges at this time. See Table 1: Total Adjusted Power Rates for current monthly base rates. The table below shows the rates for the five major rate schedules, as described in the GRSPs, for FY 2010. See the 2010 Wholesale Power Rates Schedules for the actual rates charged by monthly Heavy Load Hours (HLH) and Light Load Hours (LLH).

2/ The rates represented in this table assume no CRAC or DDC adjustment for this fiscal year. The rates do not include the cost of transmission. The rates shown also do not include the application of the Conservation Rate Credit (CRC). Each IP, NR, and PF Preference customer is eligible for the CRC rate credit, set at 0.5 mills/kWh and applied to its eligible loads.
3/ $1/MWh = 1 mill/kWh = 0.1˘/kWh.
4/ The average non-slice PF rate is calculated by dividing the forecast of all PF revenues by the total forecast of PF non-slice sales for the 24 months of the rate period. The actual rate paid by an individual customer will vary according to the shape of the load and the products and services purchased.
5/ The Slice rate is for one percent of the system, excluding true-ups.
Table 1 below shows the Total Adjusted Power Rates (Base Rates with 0% CRAC Adjustment Applied) for FY 2010 (October 1, 2009 – September 30, 2011). BPA is not expecting adjustments to the revised base power rates for FY 2011.
