Summary: Section 7(b)(2) of the Northwest Power Act Directs BPA to assure that the wholesale power rates effective after July 1, 1985 to be charged its public body, cooperative, and Federal agency customers (7(b)(2) Customers) for their general requirements for the rate test period (FY 2002 -FY 2006), plus the ensuing four years, are no higher than the cost of power to those customers would be for the same time period if specified assumption are made. The effect of the test is to protect 7(b)(2) Customer's wholesale firm power rate from certain costs resulting from provisions of the Northwest Power Act. The 7(b)(2) Rate Study describes the application and results of the Section 7(b)(2) Implementation Methodology.

Summary: The Documentation for the 7(b)(2) Rate Test Study shows the details to the Study results. It contains tables and text explaining the Program Case Rates Analysis Model (Section 1), the 7(b)(2) Case Rates Analysis Model (Section 2), and the 7(b)(2) Rate Case results (Section 3).
