Current Power Rates     (Updated October 04, 2007)

Bonneville Power Administration's wholesale power rates for the FY 2007-2009 rate period were established during the WP-07 Rate Case through a formal process described in Section 7(i) of the Northwest Power Act.  The rate case concluded when the Administrator signed the Final Record of Decision on July 17, 2006.  The complete rate case record was then sent to the Federal Energy Regulatory Commission (FERC) for their review.  FERC granted interim approval to the 2007 Wholesale Power Rates Schedules and General Rate Schedule Provisions (GRSPs) on September 21, 2006.  On November 22, 2006, the document was updated and reposted here to incorporate FERC’s interim approval and all corrections to date; 2007 Wholesale Power Rate Schedules and 2007 General Rate Schedule Provisions . (PDF, 176 pages, 927 KB) Subject to final approval from FERC, these rates will be in effect from October 1, 2006 through September 30, 2009 (FY 2007-2009).

If necessary, BPA adjusts its rates in accordance with the GRSPs through the annual Cost Recovery Adjustment Clause (CRAC), the NFB1/ Adjustment, and the Emergency NFB1/SurchargeThere are no adjustments or surcharges at this time.  See Table 1: Total Adjusted Power Rates for current monthly base rates. The table below shows the adjusted rates for the five major rate schedules, as described in the GRSPs, for FY 2008. In all cases, there is no change from the base rates as established in the WP-07 Rate Case. Therefore, the adjusted rate is the same as the base rate for this fiscal year. See the 2007 Wholesale Power Rates Schedules for the actual rates charged by monthly Heavy Load Hours (HLH) and Light Load Hours (LLH).

2/ The rates represented in this table assume the CRAC adjustment for this fiscal year.  The rates do not include the cost of transmission.  The rates shown also do not include the application of the Conservation Rate Credit (CRC).  Each IP, NR, and PF customer is eligible for the CRC rate credit, set at 0.5 mills/kWh and applied to its eligible loads.  The 0.5 mills/kWh CRC rate credit will be incorporated into the calculation of the Investor-Owned Utilities Residential Exchange Program Settlement (REP Settlement) consistent with those contracts.

3/ $1/MWh = 1 mill/kWh = 0.1˘/kWh.

4/ The average non-slice PF rate is calculated by dividing the forecast of all PF revenues by the total forecast of PF sales for the 36 months of the rate period. The actual rate paid by an individual customer will vary according to the shape of the load and the products and services purchased.

5/ The Slice rate is for one percent of the system, excluding true-ups.


Table 1 below shows the Total Adjusted Power Rates (Base Rates with 0% CRAC Adjustment Applied) for FY 2008 (October 1, 2007 – September 30, 2008). This table was originally presented during the September 13, 2006 workshop and is also posted on the September 13, 2006 – Power Rates Workshop web page.
