Grand Coulee-Creston Transmission Line Rebuild Project
The following comments were submitted in response to the open comment period described below.
BPA is proposing to rebuild nearly 28 miles of the Grand Coulee-Creston No. 1 115-kV transmission line between the cities of Coulee Dam in Grant County and Creston in Lincoln County, Wash. The proposed project would include replacing all wood pole structures (including poles, cross arms, cross braces, guys, anchors and insulator assemblies) and conductor (including groundwire and fiber communications), improving existing access roads, and developing temporary access roads. The rebuilt line will continue to operate at 115-kV. The intention is that the rebuilt line will maintain at the same structure locations and similar pole heights as the existing line.
Over the next three years, BPA employees or contractors will be conducting field activities related to planning and environmental review. BPA will prepare an Environmental Assessment (EA) under the National Environmental Policy Act (NEPA) to assess the potential environmental impacts of the proposed action and identify ways to reduce those impacts.
Feedback we receive during the public comment period will be used to help develop the EA. We have already held two public meetings to provide information on the project and take questions and comments. We will be holding one more public meeting on Wednesday, March 13, 2013 from 4:00 to 7:00 p.m.

SimpsonTo whom it may concern, I was unable to read the document. My belief in updating transmission lines is important to prevent forest fires and improve habitat. I do strongly caution against destroying wildlife habitat. Also, I strongly emphasize that the transmission line replacement is not used as an excuse for timber harvest. I do support limited timber harvesting with replanting. My recommendation is including shrubs and grasses to prevent erosion and enhanse wild life easements. The Endangered Species Act does exist, so make sure law suites are limited with the State SEPA mitigation process.

Erkel/US Army Corps of Engineers
I received the notice of preparation of an EA for the above project, and wanted to remind you of potential involvement in the project of the US Army Corps of Engineers relating to any part of the project that would include work in waters of the United States. Permits are required from the Corps under two laws. First is Section 404 of the Clean Water Act that requires a permit prior to any discharge of dredged or fill material into waters of the US. This would include rivers, lakes, stream and wetlands. The second is the Rivers and Harbors At of 1899 that requires a permit prior to any work in, over or affecting a navigable water of the US, which, in this case, would be the Columbia River.

As such, they do not constitute an exhaustive list of the various authorizations that must be obtained or legal requirements that must be fulfilled in order to carry out the proposed action.
