Cost forecasts for 2010-2011 rate period—Integrated Program Review
The following comments were submitted in response to the open comment period described below.
BPA committed last year to establish a process that ensures its customers and stakeholders have regular access to clear and transparent financial information as well as frequent opportunities for meaningful input into BPA cost and program decisions. In May, BPA began one portion of this new process – the Integrated Program Review – with a series of workshops at which utility general managers, technical and analytical staff, and the general public can provide input on future costs. Via the IPR, BPA is now accepting public comment on cost forecasts for the 2010-2011 rate period. BPA will consider the input received as it establishes program costs for the Power and Transmission 2010-2011 rate cases, which will begin this fall.

Philip E. Miller/Governor's Salmon Recovery Office This comment is offered from the Washington Governor’s Salmon Recovery Office (GSRO) to help inform the Integrated Program Review for Fiscal Years 2010-2011. We are requesting that Bonneville Power Administration consider the increased capacity and funding needed by Washington’s regional salmon recovery organizations to coordinate actions under the 2008 FCRPS BiOp and the Columbia Basin Fish Accords, along with the other actions that implement regional salmon recovery plans within Washington. Effective and efficient coordination of these actions and related processes can be accomplished by utilizing and building upon the existing roles and capacities of Washington’s four regional salmon recovery organizations: Upper Columbia Salmon Recovery Board, Snake River Salmon Recovery Board, Yakima Basin Fish and Wildlife Recovery Board, and Lower Columbia Fish Recovery Board. These Boards are collaborative partnerships of many entities: federal, tribal, and state fishery co-managers; federal and state agencies with responsibilities related to salmon recovery; local governments and special purpose districts; and other regional and local stakeholders. The regional organizations had a leading role in developing recovery plans for ESA-listed salmon and steelhead that are approved by NOAA Fisheries. These regional organizations now serve as a focal point for coordinating the efforts of many federal, tribal, state, regional, local, public and private entities that affect salmon recovery in their respective regions. The role of the regional organizations in coordination includes: facilitating project selection processes, reviewing projects for consistency with salmon recovery plans, monitoring implementation of salmon recovery actions, monitoring action effectiveness and the status and trends in fish populations and habitat functions, evaluating and reporting progress, and adaptively managing the recovery plan. With additional funding and capacity, Washington’s regional salmon recovery organizations will be able to provide enhanced and effective coordination of the opportunities supporting salmon recovery created by the 2008 FCRPS BiOp and the Columbia Basin Fish Accords.
