BPA Financial Plan
The following comments were submitted in response to the open comment period described below.
BPA has released its Draft Financial Plan for public review and comment.
The Financial Plan focuses on issues around four key financial areas: Financial Risk Metrics, Access to Capital, Good Year/Bad Year Financial Planning, and Cost Recovery.
BPA expects to publish a final draft by the end of July.

Gregg/Benton PUDBenton PUD appreciates the opportunity to comment on BPA's Draft Financial Plan. Our comments: 1. Benton has some concerns about the effect of policies outlined in BPA's Financial Plan and their impact on power and transmission rates. Benton PUD would like assurance that BPA will not implement new financial policies without a formal Section 7(i) rate proceeding. 2. BPA has indicated that its projected depreciation expense may greatly exceed actual cash debt service requirements (negative MRNR) in the near future. BPA needs to develop plans that will allow the agency to set rates based on actual cash debt service when this occurs. 3. BPA's financial planning is missing a crucial component. The District's financial planning includes a 5-year financial projection of revenues, expenses, net income, reserve levels, etc. A major component of this plan is the BPA cost projections. BPA needs to add to its financial planning process a 5-year projection of its income statement, capital spending, reserve levels, etc. Thank you for the opportunity to comment.
