Utilities sign general transfer agreements


Agreements provide for federal power delivered over nonfederal transmission lines



PORTLAND, Ore. -

Almost eighty utilities that receive their power from the Bonneville Power Administration over power lines owned by other utilities are being assured of adequate transmission service for the next 20 years under provisions of agreements being signed today.

"These agreements provide transmission rate stability and predictability to a large number of small, rural utilities," said Steve Wright, BPA administrator. "They continue a long-standing policy that avoided duplication of transmission facilities in areas where BPA customers are not directly interconnected with BPA's high-voltage lines."

BPA owns and operates about 75 percent of the high-voltage transmission system delivering power from generators to utilities in the Northwest states. The remaining 25 percent, owned by other utilities, is interconnected to the BPA system. Many of the non-BPA lines were built decades ago. Rather than build duplicative lines to reach its customers, BPA negotiated agreements with other transmission owners to deliver power to BPA customers.

"The new agreements provide assurance that BPA utility customers not served directly by federal transmission facilities will not be disadvantaged in the future," said Allen Burns, executive vice president for Industry Restructuring.

Burns said the transfer agreements will continue BPA efforts to provide power and transmission service for the utilities served over nonfederal facilities and at rates equivalent to customers who are directly connected to the main Federal Columbia River Transmission Systems.
