BPA names new chief engineer and hydro operations manager
PORTLAND, Ore. -
The Bonneville Power Administration announced two key executive appointments today. Brian Silverstein has been named vice president for Operations and Planning and chief engineer, and Steve Oliver will serve as vice president for Generation Supply.
Vickie VanZandt, senior vice president for BPA's Transmission Business Line, said that in his new position Silverstein is responsible for planning the long-term needs of BPA's transmission grid to meet safety, reliability, financial, customer and public purpose objectives. Silverstein's appointment became effective April 3. He had been the acting vice president for Transmission Planning since February 2004 and has been with BPA since 1979.
Paul Norman, senior vice president for BPA's Power Business Line, said Steve Oliver's appointment was effective April 1. Oliver's new position includes managing BPA's operating responsibilities with the Federal Columbia River Power System generation assets and the Columbia Generating Station nuclear project. These include hydrologic forecasting and management of the power scheduling functions. In addition he will serve as the United States Columbia River Treaty Coordinator in cooperation with counterparts at the U.S. Army Corp of Engineers.
"I'm delighted to have Brian Silverstein selected to fill the position permanently," said VanZandt. "Brian has a wonderful combination of managerial skills and detailed knowledge of the BPA transmission system. He has a solid understanding of the current state of the electric power industry from both the engineering and marketing angles."
Silverstein has held a variety of positions at BPA, including manager of network planning, market mechanism project manager, vice president for Transmission Marketing and Sales, and manager of Business Strategy and Assessment. He is a Registered Professional Engineer in Oregon and has a Master of Engineering in electric power from Rensselaer Polytechnic Institute and an electrical engineering degree from The Cooper Union for the Advancement of Science and Art.
BPA's new vice president for Generation Supply, Steve Oliver, had been BPA's vice president of Bulk Power Marketing and Transmission Services and has led BPA's Bulk Power Marketing function since it was created in August 1996. Oliver has previously managed BPA's California marketing office and Power Contracts Division. He has 28 years of experience in West Coast power markets. Prior to joining BPA in 1991, he managed the Western Area Power Administration's Power Contracts, Rates, and Billing division for the California Central Valley Project. He also has worked for the Sacramento Municipal Utility District and in a variety of regulatory and facility siting functions for the California Energy Commission. Oliver has a bachelor's degree in biological sciences from the University of California at Santa Barbara.
"Steve is one of the agency's strongest leaders," said Norman. "After eight years in his current job, everyone will benefit from applying his skills to a new area. He will be able to build stronger links between the generation supply and bulk marketing functions to optimize operations and revenues. He will also bring his considerable skills in building relationships with our generation partners."
