In late 2008 and early 2009, BPA, its customers and the wind community discussed how to maintain reliable BPA grid operation while adding large amounts of wind power in the BPA balancing authority and relying solely on Federal Columbia River Power System resources for generating reserves.

BPA's resulting Approach to Connecting Variable Generating Resources to the Grid achieves this end. To avoid exhausting balancing reserves, BPA will, when necessary, limit wind generation to scheduled amounts and will curtail wind transmission "e-tags" to actual wind generation. This allows BPA to add more wind projects in its grid while it develops alternatives to relying wholly on federal hydropower for reserves.
Through September 2009, BPA's Wind Integration Team is implementing this approach. This page provides information on this effort.
