New transmission operating protocols assure grid reliability while the wind fleet grows. Operating and control equipment to automate these protocols will be complete in fall 2009.
This initiative will develop systems and processes to enable wind power projects to supply their within-hour balancing reserves from their own and/or contracted dispatchable resources.
New power dispatch protocols and scheduling systems could give BPA greater access to balancing reserves for wind, and could allow utilities receiving wind to assume responsibility for balancing their wind power generation with loads.
Utilities schedule generation and transmission by the hour. Moving to with-hour schedule changes would help utilities manage within-hour variations in wind power.
In 2008, BPA received 18 responses to a Request for Information on possible sources of balancing reserves. This project is on hold.
More accurate wind generation forecasts could greatly reduce costs of wind integration services. BPA is working with other utilities and wind project owners to develop more accurate long-term and short-term wind forecasts.
