As deputy administrator Burns oversees finance, legal and corporate strategy. His other areas include chief officer for risk, internal auditing, technology innovation and public affairs.

Burns began his 30-year career with Bonneville Power Administration as an engineering student. He has worked in a wide range of positions from transmission, to the contracts and rates department, to managing BPA's power trading floor. In 2005, Burns was named vice president of bulk marketing, where he was responsible for surplus marketing, transmission acquisition, resource acquisition and power scheduling.

Born and raised in Portland, Burns graduated from the University of Portland in 1977 with a bachelor of science in electrical engineering. He received a master's degree in electrical engineering from Arizona State University in 1982. Burns and his wife have two married daughters and three grandchildren. They enjoy golf, camping, snow and water skiing.
