Dave Armstrong has worked at the Bonneville Power Administration (BPA) since 1980. He currently serves as Executive Vice President and Chief Financial Officer and has held that position since August 2005. In that role, he oversees BPA’s capital and debt management, accounting, cash management, and budgeting.

Prior to becoming CFO, Dave managed the BPA Trading Floor where he was responsible for the short-term marketing of surplus power from the Federal Columbia River Power System and short-term purchasing of power when necessary to meet Bonneville loads.

In his previous years at BPA, Dave has served as Capital and Risk Manager in Finance, manager of BPA’s rates department, a marketing segment manager, and as an economist working in rates and load forecasting.

Dave holds a Bachelors and a Masters Degree in Economics from the University of Washington in Seattle.
