Kim Leathley is Bonneville's Executive Vice President for Internal Business Services. This responsibility spans Information Technology, Supply Chain, Human Capital Management, Safety, Civil Rights and Workplaces Services.

Prior to her recent appointment, she was Bonneville's Chief Human Capital Officer. In this role, she led the agency's effort in developing its long-term workforce strategy and the restructuring human resources function.

From 2002 through 2005, Leathley served for four years in Bonneville's Power Business Line as the manager of Power Financial Management, Rates and Planning. In this role she led the development and implementation of Bonneville's rates and policy choices to deal with rising costs, rising power rates and lower than expected revenues due to a severe drought in the Northwest. During this time, she also led various aspects of Bonneville's long-term power supply policy called the Regional Dialogue.

From 1999 through 2001, Leathley served as the manager of Pricing and Transaction Analysis in Bonneville's Bulk Power Marketing and Trading function. In this position she led the development of Bonneville's resource-augmentation strategy to close the 3,000 average megawatt gap between customers' resource requests and Bonneville's existing firm generation.

From 1994 through 1999, Leathley served as an Account Executive where her accounts ranged from small public customers to large investor-owned utilities. She started her career at Bonneville as an economist in 1991 in the Energy Resources office

Leathley graduated cum laude from Willamette University in 1991 with a B.S. in economics. She and her husband Brian Miller have one child and live in Portland.
