Average System Cost Methodology (ASCM)



Concurrent with the WP-07 Supplemental Power Rate Case, BPA is reviewing and updating the 1984 Average System Cost (ASC) Methodology in recognition of changes in energy markets and/or policy decisions over the past 20 years. BPA is proposing to implement a new 2008 ASC Methodology in parallel with the WP-07 Supplemental Rate Case. Additional background information can be accessed through the links to the right. The formal comment period for the ASC Methodology opens on February 8, 2008 and closes on May 2, 2008. A final Record of Decision (ROD) is expected to be filed with FERC in July 2008.


It is important to note that utilities interested in exchanging with BPA under the Residential Exchange Program in FY 2009 will need to send BPA a Notice of Intent to participate by February 22, 2008. Please make these submissions to the following e-mail address: BPAAverageSystemCost@bpa.gov
