How to Comment
Suggestions for commenting on the scope of the I-5 Corridor Reinforcement Project Environmental Impact Statement (EIS).
General Suggestions
Comments on the scope of an EIS or the Draft EIS contribute much to the development of an EIS. Through public scoping comments, BPA will further define the issues, resources, route siting segments to consider; questions that need to be answered; and how to improve the public process. The public is encouraged to comment. Comments may be on broad issues or restricted to specific areas of concern.
Comments that contribute to developing alternatives that address the purpose and need for the action are welcome. They are particularly helpful early in the EIS process and should be made during scoping if at all possible, to ensure that reasonable alternatives can be analyzed and considered early in the process. Comments that provide specific examples are helpful.
BPA encourages your comments, but please keep in mind that commenting is not a form of "voting" on the project. The most effective comments, either positive or negative, provide clear, concise and relevant information for the development of the EIS. Scoping helps ensure that the Draft EIS is complete and covers a reasonable range of alternatives, including taking no action. Public comments help BPA fulfill its obligation to complete the best analysis it can.

Suggestions for Groups
Many comments that repeat the same basic message of support or opposition may be considered collectively. BPA is willing to work with your group to collect similar comments from members of your group in a way that our online system and database can best handle so that it's easy for you, and it's easy for us to consider.
