Proposals to address congestion




The following comments were submitted in response to the open comment period described below.

    For several months, BPA and the region's utilities have been discussing approaches to addressing growing congestion on the Northwest transmission system. In April, BPA published a white paper, Challenge for the Northwest, which provided history of the problem and outlined some possible approaches for the region to look at and discuss. Following that, BPA participated with the region in workgroups to come up with potential solutions. The workgroup came up with the following recommendations designed for implementation in 2007: Interim approach, limiting non-firm schedules and within hour reliability redispatch. Following the close of comment, BPA will review all comments received and make a policy decision about the direction it will take. The decision will be published as a "final chapter" to the white paper.
