Port Angeles-Juan de Fuca Transmission Project
The following comments were submitted in response to the open comment period described below.
Sea Breeze Olympic Converter LP, a private developer, is proposing to construct a 550-megawatt direct current electric transmission cable from Victoria, British Columbia, Canada, across the Strait of Juan de Fuca to Port Angeles, Wash. Sea Breeze has applied to DOE’s Office of Electricity Delivery and Energy Reliability for a Presidential permit for the international crossing of the cable, and to Bonneville Power Administration for interconnection into the federal electric transmission system. A draft Environmental Impact Statement has been issued for public comment. The DEIS describes the technical components of Sea Breeze’s proposed project in detail, as well as the actions that DOE has been requested to take for the project. The draft EIS also provides an environmental analysis for the portion of the project in U.S. jurisdiction, as well as the No Action Alternative. This analysis identifies the potential environmental impacts of the project and lists mitigation measures that could lessen or eliminate those impacts.
