Congestion Management Interim Approach
The following comments were submitted in response to the open comment period described below.
As a result of Spring and Summer 2006 Congestion Management discussions between BPA and the region's utilities and other transmission customers, BPA intends to use the attached interim approach for managing new nonfirm and hourly firm transmission requests that contribute to congestion on specified network flowgates of the federal transmission system following periods where power flows on the path either have or are expected to exceed the path operational transfer capability. This interim approach will be used until measures are in place that allow BPA to manage congestion affecting the paths using an hourly ATC methodology. Prior to implementing this approach, we would like your feedback.
