Energy Conservation Agreement



Beginning in FY2010, BPA Energy Efficiency acquisition targets will be based upon the Northwest Power and Conservation Council's Sixth Power Plan (for the FY2010-FY2014 period). During that same time period, BPA will operate in two-year rate periods. In order to provide continuity and stability for conservation planning across BPA rate periods, BPA Energy Efficiency will initiate the five-year Energy Conservation Agreement (ECA) that aligns with the Council's targets.

The ECA replaces other BPA Energy Efficiency agreements (e.g. CAA), transitions current energy efficiency program activity into the next contract period, and provides a base-level funding in each agreement. The ECA is a backstop funding source in the event no rate credit is available in future rate periods.

Signing the ECA by Sept. 30, 2009 ensures a smooth transition of conservation program activity in progress for BPA utility customers.
