Conservation Augmentation



The Bonneville Power Administration developed the Conservation as Part of Augmentation (ConAug) initiative in fiscal year 2000 to meet anticipated system augmentation needs for the FY 2002 through FY 2006 rate period. Through ConAug, BPA bought conservation to reduce its need to purchase power on the open market.

ConAug was an "umbrella" initiative consisting of various components, including:
  • Purchase of Conservation Agreement with utilities
    • Invitation to Reduce Load
    • Limited Standard Offer
    • Commercial & Industrial Pre-fab
  • Third Party Procurement
    • Compact Fluorescent Lamps
    • VendingMi$er
    • Bac-Gen (energy efficiency measures at water/wastewater treatment plants)
  • Federal Energy Efficiency Programs


ConAug is no longer available. The transition from ConAug agreements to Conservation Acquisition Agreements was effective on October 1, 2007.



Conservation & Renewables Discount



The Bonneville Power Administration developed the Conservation & Renewables Discount (C&RD) initiative in fiscal year 2001 as a means to foster conservation implementation and renewable electric energy generation development during the FY 2002 through FY 2006 rate period.

C&RD was a rate discount that allowed:
  • Utilities and direct service customers to spend less on wholesale energy purchases in order to use those savings to fund local conservation and renewable energy resource activities.
  • Customers to decide locally how to spend the funds by choosing from a range of qualifying energy-efficiency activities.


C&RD ended on September 30, 2006, with the launch of the new Conservation Rate Credit Initiative.
