    [Note: This revised version of the workshop handout responds to questions raised during the June 30 workshop.  It was originally posted in the Power Rates Document "Queue" from July 28, 2005, to February 6, 2006.  The document was re-issued on August 29, 2005, to correct the date of the workshop shown on the cover page and in the page footers - - however this corrected version was inadvetently omitted from the Queue.  All other information in the version now posted here (issued 08-29-2005) is the same as the one posted in the Queue (issued 07-28-2005).]
