2012 Pacific Northwest Loads and Resources Study
(2012 White Book)
      (updated June 2013)


The 2012 Pacific Northwest Loads and Resources Study (2012 White Book) is BPA's latest projection of the Pacific Northwest regional retail loads, contract obligations, contract purchases, and resource capabilities. The 2012 White Book is a snapshot of conditions as of October 19, 2012, documenting the loads and resources for the Federal system and region for the 10-year study period OY 2014 through 2023. The White Book contains projections of regional and Federal system load and resource capabilities, along with relevant definitions and explanations. The White Book also contains information obtained from formalized resource planning reports and data submittals including those from individual utilities, the Northwest Power and Conservation Council (Council), and the Pacific Northwest Utilities Conference Committee (PNUCC).

Since the original publication of the 2012 White Book, Bonneville found an inadvertent contract identified as an import that should not have been included in the PNW region tables. This contract increased PNW regional resources by 148 aMW in 2014, increasing to 802 aMW in 2023. Therefore, the PNW region monthly and annual surpluses were overstated throughout the study horizon. Bonneville has published an errata version of the 2012 White Book to reflect this update dated June 6, 2013. This update supersedes the previous versions of the 2012 White Book Study and Technical Appendences. All other analyses in the 2012 White Book remains unchanged.

The 2012 White Book consists of a Summary Document and a 2-volume Technical Appendix. The Summary Document is available in both printed copy and electronically. The Technical Appendices are only available electronically.
