BPA made available documents entitled Henry Hub Natural Gas Spot Price History and Price Forecasts and Federal Surplus/Deficit - By Water Year at a customer meeting on November 3rd. The document entitled Henry Hub Natural Gas Spot Price History and Price Forecasts has since been updated to clarify the source of the data for July through October 2009. There are also multiple links to these documents to ease navigation since the draft contracts (and related documents) for the smelters and Port Townsend are in different areas on this webpage. However, the files underlying the respective links are the same and pertain to BPA's Equivalent Benefit Analysis for each DSI.

Draft Term Sheet - CFAC
The Bonneville Power Administration (BPA) issued a letter July 17 regarding service to the aluminum direct-service industries (DSIs) commencing in FY 2010 that indicated BPA is proposing two separate options for the terms of the potential new service.
Columbia Falls Aluminum Company (CFAC) had expressed a desire for a shorter term option that, in return, could provide them a bit more flexibility. However, BPA and CFAC have not been able to agree on principles needed to release a term sheet for a shorter term.
BPA is now proposing only one option for a power sale at the Industrial Firm Power rate that is sufficient to meet a portion of the smelters' load. The proposed power sales would begin Oct. 1, 2009, and extend through Sept. 30, 2016. The proposed seven-year term sheet was made available for public review and comment beginning July 17, 2009, on BPA's Web site at http://www.bpa.gov/power/pl/regionaldialogue/implementation/documents/
BPA's "Summary of BPA's Use of the Regional Economic Study to Contemplate the Service Concept," which is BPA's update to the results of the "2006 Regional Employment and Economic Study," is also available now for public review on the Web site. The update demonstrates there is a small net gain in jobs from offering the new service constructs to the DSIs compared to the proposal that was under consideration earlier in January 2009.

At the 3/13 RSS workshop, customers requested that BPA share the spreadsheet that staff has been using for illustrative purposes to price the DFS and RSC for a particular resource or resource portfolio. Information determined through this model should only be viewed as illustrative as market prices forecasts and values are subject to change and, when applicable to rates, will be determined in each 7(i) rate proceeding. When BPA released information about its proposed settlement with Avista, the agency stated the deemer balance was adjusted using the Consumer Price Index (CPI) as the inflation index. BPA staff actually used a different inflation index--the Gross Domestic Product (GDP) price deflator--for this purpose. BPA staff will explain and discuss this difference with interested parties at the Feb. 11 public meeting, 1 to 4 p.m., in the Rates Hearing Room.
