BPA released its strategic and financial plans. These plans outline how BPA plans to work with the region to strengthen its financial health. This day of workshops is the kick off to implementing those commitments.
8:30 a.m. Industry panel
Administrator Elliot Mainzer will provide opening remarks. An executive-level industry panel will set the landscape and include rating agency, capital markets, market and regulatory perspectives. Panelists include Dennis Pidherny - managing director of public finance at Fitch Ratings, Mike Mace - managing director at PFM and Arne Olsen - senior partner at E3.
11 a.m. Leverage Policy Workshop
The workshop will introduce the development of a new policy on how BPA may achieve a debt-to-asset ratio of 75 to 85 percent for the agency and each business line within 10 years.
1 p.m. Financial Reserves Policy Workshop
This workshop will discuss how to increase Power Services’ financial reserves until they reach the minimum of 60 days cash on hand, and how to best leverage financial reserves to manage long-term wholesale market price exposure and promote greater rate stability.
