Upper Stillwaters and Stormy A Restoration Project (DOE/EA-2058)

PROJECT DESCRIPTION:
The U.S. Forest Service (USFS), in partnership with the Yakama Nation and Bonneville Power Administration (BPA), is proposing to implement a fish habitat enhancement project on the Entiat River. The project would be on USFS land and BPA is proposing to fund the project. The purpose of the project is to improve aquatic habitat within the Entiat River at key locations along the Entiat River Road, re-establish river processes along the margins of the Entiat River via placement of large woody debris (LWD) and re-connect a side channel to promote continued improvement in aquatic and riparian conditions in the long term. The intended results of the proposed project include increased rearing and holding habitat for spring Chinook salmon (listed as Endangered under the Endangered Species Act (ESA)), steelhead (listed as Threatened under the ESA), and summer Chinook salmon.
 
Environmental Review:
The USFS, in cooperation with BPA, developed an environmental assessment (EA) analyzing the potential impacts of the project pursuant to regulations implementing the National Environmental Policy Act.  The environmental review schedule is as follows:
Scoping comment period                                  September 11, 2015 - October 11, 2015
Draft EA comment period                                  July 22, 2016 - August 22, 2016
Final EA                                                          February 14, 2017
USFS Objection period                                     February 14 - April 1, 2017 (45 days)
Finding of No Significant Impact (if warranted)     May 31, 2017
 
CURRENT STATUS:
The USFS released a final EA for this project on April 7, 2017, and signed a FONSI April 11, 2017. BPA adoption of the final EA was completed by signing a FONSI on May 31, 2017.
