BPA is accepting proposals for its fiscal year 2015 research and development portfolio until March 27, 2014.
The Bonneville Power Administration is looking for partners to develop, advance and demonstrate technologies that can improve the operation of the Northwest electric power system through breakthroughs, increased efficiencies and avoided costs. BPA’s Technology Innovation Office is accepting proposals for its 2015 research and development portfolio until March 27, 2014.“We’re looking for new concepts and technologies that can address operational gaps and challenges,” said Terry Oliver, BPA’s chief technology officer.BPA collaborates with electric utilities, nonprofits, researchers, technology developers and universities throughout the Northwest, across North America and even internationally in research that supports the agency’s strategic objectives. The agency updates its research portfolio annually, and for fiscal year 2015, its research agenda targets projects that address R&D needs identified in technology roadmaps that have been collaboratively developed with electric utilities, industry partners, researchers and others. They advance transmission technologies, data intelligence, next-generation energy efficiency and demand response technologies, and address a host of other gaps. BPA expects to fund $3 million to $4 million of new research next fiscal year.“Our Technology Innovation Office has established a project management approach that ensures we’re investing in research with the most potential benefit to BPA, our customers and the people of the Northwest,” says Administrator Elliot Mainzer.BPA’s current research portfolio includes 38 projects in topic areas such as climate change, data mining, demand response, dynamic transfers, energy efficiency technologies, energy storage, hydrosystem modeling, and voltage stability and damping controls. Examples include BPA’s partnership with the city of Port Angeles to demonstrate a demand response market for Northwest commercial and industrial customers; its evaluation of hybrid water heaters with Pacific Northwest National Laboratories; and a project with the University of Washington and Oregon State University to study the effects of climate change on the Columbia River system. Other partners include Cornell University, the U.S. Department of Energy, the Electric Power and Research Institute, Eugene Water & Electric Board, Deltares, Fraunhofer Research Institute (Germany), Hitachi, the National Renewable Energy Laboratory, Portland State University, Powin Energy, Primus Power, Puget Sound Energy, Queen’s University at Kingston (Canada), Texas A&M University, University of Illinois at Urbana-Champaign, Sandia National Laboratories and Washington State University. For this solicitation, the agency is seeking applications that address needs identified in the Transmission Technology Roadmap (and addendum), National Energy Efficiency Technology Roadmap Portfolio, or Aquatic Invasive Species Prevention Roadmap. To share your technology innovation idea for phase one, submit your concept paper along with information about your team’s qualifications by 4 p.m. on March 27. Those who qualify for phase two will be invited to further develop their proposals and submit them by May 1.
