Federal Power Subscription Update Meeting November 25th;

To Discuss Progress to Date and Next Steps


ACTION: An update meeting on Subscription will be held in Spokane on November 25, 1997. Subscription is the process BPA will use to sell cost-based power from the Federal Columbia River Power System in years beyond 2001.

The purpose of the meeting is to provide an update of work performed by the subscription workgroup and collect your comments. We will discuss the standard description of products to be sold and consider initial ideas on the eligibility and order of purchases made through subscription. We want to hear your ideas. We will also be collecting public comment on the draft product descriptions now available. Comments will be collected until close-of-business on December 12, 1997.

Stakeholders in the outcome of the sale of Federal power after 2001 should attend the November 25 meeting. The meeting will be held at the Airport Ramada Inn, Spokane International Airport, P.O. Box 19228, Spokane, WA 99219. The phone number for the Ramada Inn is (509) 838-5211. The meeting will begin at 9:30 a.m. and conclude at noon. There will be time in the afternoon to have workshop-like discussions with people interested in more detail about products, eligibility, or order of eligibility. Please note that the location is a correction to the location listed in the November 1997 Journal article.

BACKGROUND: On March 11, 1997, BPA and its utility customers, under the auspices of the Pacific Northwest Utilities Conference Committee (PNUCC), began a collaborative process to implement the recommendation on Federal Power Subscription from the Comprehensive Review of the Northwest Energy System. Over the past 8 months, a workgroup with participants representing utilities, direct service industries, public interest groups, Tribes, and state agencies have collaborated to draft a portfolio of products and services to be sold by BPA. This workgroup is currently designing the method for selling these products.
