Becoming a BPA Transmission Services Customer
BPA operates according to its Open Access Transmission Tariff (Tariff), which provides for open access to its transmission system. It is highly recommended that all applicants read the relevant parts of the Tariff and Transmission Services Business Practices to best understand the terms and conditions of open access transmission service that determine the binding rights and obligations of all Transmission Customers.
There are two steps to become a customer. The first step is to establish your company as an Eligible Customer. The second step is to execute a Network Integration or Point-to-Point Service Agreement with Transmission Services. This page provides the information needed to establish your company as a BPA Transmission Services Customer. To initiate the process, call 360-619-6016 to request the assignment of a Transmission Services Account Executive to assist you.

After talking with a Transmission Account Executive, you will complete the steps below.
1. Obtain a D-U-N-S® number from Dun and Bradstreet at http://fedgov.dnb.com/webform and an application for the Electric industry Registry (EIR) at https://www.naesbwry.oati.com/NAESBWRY/sys-index.wml. This number will be used to identify your company electronically on OASIS.
2. Register with Open Access Technology International, Inc. (OATI) digital certificate: Access the OATI site at www.oatioasis.com/bpat/ and click the registration option in the upper left hand corner or contact OATI at (763) 201 - 2020.
Complete, print, sign, and submit all customer applications forms to your assigned Transmission Account Executive, using one of the methods below. The complete New Customer Application Process business practice and links to the required forms are in the Business Practices under the section Additional Information/Forms.
