Implementation of Preemption and ROFR for Hourly Non-firm Service

This is a reminder that BPA will conclude the final phased implementation of Short-term Preemption and ROFR for Hourly service consistent with the TC-24 tariff and v6 of the Preemption of Short-Term Transmission Service.
