Cluster Studies

BPA-TS TPP-2014-027 2013 NOS Cluster Study 
In June 2013, BPA-TS conducted a Network Open Season. Customers executed Cluster Study Agreements (CSAs) requesting a total of 3,473 MW of long-term firm transmission service, a 500 MW TSN and 200 MW of redirects studied in previous NOS. The Cluster Study assessed the impacts of the requested service and determined the system reinforcements necessary to provide the requested service. This report summarizes the results of the technical studies, the estimated costs, and the earliest in-service dates. The Cluster Study concluded that a) the SILS asset exchange could be accommodated without transmission expansion, b) there was sufficient ATC for 166 MW with no further requirements beyond those required for interconnection, c) upon completion of the infrastructure additions that resulted from the 2008 and 2010 NOS there would be sufficient ATC for 2,505 MW of the requests, and d) 1,002 MW of the requests require both the infrastructure additions that resulted from previous NOS and additional facilities identified in this Cluster Study. 5/7/2014

BPA-TS TPP-2011-044 2010 NOS Cluster Study 
In June 2010, BPA-TS conducted a Network Open Season. Customers executed Precedent Transmission Service Agreements (PTSA''s) requesting a total of 3759 MW of long-term firm transmission service. The Cluster Study assessed the impacts of the requested service and determined the system reinforcements necessary to provide the requested service. This report summarizes the results of the technical studies, the estimated costs, and the earliest in-service dates. The Cluster Study concluded that a) there was sufficient ATC for 53 MW with no further requirements beyond those required for interconnection, b) upon completion of the infrastructure additions that resulted from the 2008 NOS there would be sufficient ATC for 1522 MW of the requests, and c) 2184 MW of the requests require both the infrastructure additions that resulted from the 2008 NOS and additional facilities identified in the Cluster Study. 4/27/11​
4/22/2010​ BPA-TS TPP-2010-016 2009 NOS Cluster Study
In June, 2009, BPA-TS conducted a Network Open Season. Customers executed Precedent Transmission Service Agreements (PTSA''s) requesting a total of 1553 MW of transmission service. BPA-TS had sufficient Available Transfer Capability (ATC) to grant 293 MW of those requests across the existing transmission system. The study concluded that upon completion of the infrastructure additions that resulted from the 2008 NOS, there was sufficient ATC for 1121 MW of those requests. The study also concluded that 139 MW of those requests required additional facilities. The Study assessed the impacts of the requested service and determined the system reinforcements necessary to provide the requested service. This report summarizes the results of the technical studies, the estimated costs, and the earliest in-service dates. 4/23/10. ​
