BPA-TS TPP-2011-044 2010 NOS Cluster Study 
In June 2010, BPA-TS conducted a Network Open Season. Customers executed Precedent Transmission Service Agreements (PTSA''s) requesting a total of 3759 MW of long-term firm transmission service. The Cluster Study assessed the impacts of the requested service and determined the system reinforcements necessary to provide the requested service. This report summarizes the results of the technical studies, the estimated costs, and the earliest in-service dates. The Cluster Study concluded that a) there was sufficient ATC for 53 MW with no further requirements beyond those required for interconnection, b) upon completion of the infrastructure additions that resulted from the 2008 NOS there would be sufficient ATC for 1522 MW of the requests, and c) 2184 MW of the requests require both the infrastructure additions that resulted from the 2008 NOS and additional facilities identified in the Cluster Study. 4/27/11​

BPA-TS TPP-2008-092 2008 NOS Cluster Study
BPA-TS completed a Cluster Study in response to the 2008 Network Open Season (NOS). In April, 2008, BPA-TS conducted a Network Open Season. Customers executed Precedent Transmission Service Agreements (PTSA''s) requesting a total of 6,410 MW of transmission service. BPA-TS had sufficient Available Transfer Capability (ATC) to grant 1,782 MW of those requests. In order to grant the remaining 4,628 MW of transmission service, BPA-TS conducted a Cluster Study (Study). The Study identifies how the requests were grouped into study areas and the methodology used to study impact of the requests. The Study assessed the impacts of the requested service and determined the system reinforcements necessary to grant the remaining requested service. Lastly the Study estimated the cost of the proposed reinforcements and the earliest estimated in-service date. This report summarizes the results of the technical studies, the estimated costs, and the earliest in-service dates. 3/12/09 ​
​4/25/2008 BPA-TS TPP-2008-041 Powerex SIS (AREF 71926625+) 
Powerex submitted long-term firm point-to-point (PTP) Transmission Service Requests (TSR’s) (AREF numbers 71926625 and 71926626) to BPA Transmission Services (BPA-TS) through the Open Access Transmission Tariff (OATT). The TSR’s totaled 100 MW with a point-of-receipt (POR) at Rock Creek 230 kV and a point-of-delivery (POD) at the BC-US Border (East). BPA-TS’ ATC analysis determined that there was insufficient long-term firm ATC to grant the requested service.  The SIS identified Cross Cascades South and potentially the Northern Intertie if BPA-TS is unable to schedule on the east, as the constraining paths.  This SIS identified the potential transmission system expansion to mitigate the system constraints and grant the requested service.  This SIS is available upon request subject to a non-disclosure agreement.

The TSR was for 56 MW with a point-of-receipt (POR) at Rock Creek 230 kV and a point-of-delivery (POD) at MidC Remote. BPA-TS’ ATC analysis determined that there was insufficient long-term firm ATC to grant the requested service.  The SIS identified Cross Cascades North and Cross Cascades South as the constraining paths.  This SIS identified the potential transmission system expansion to mitigate the system constraints and grant the requested service.  This SIS is available upon request subject to a non-disclosure agreement.

Finley Bioenergy submitted a long-term firm point-to-point (PTP) Transmission Service Request (TSR) (AREF number 71915090) to BPA Transmission Services (BPA-TS) through the Open Access Transmission Tariff (OATT). The TSR was for 1 MW with a point-of-receipt (POR) at Boardman 115 kV and a point-of-delivery (POD) at Troutdale 230 kV. BPA-TS’ ATC analysis determined that there was insufficient long-term firm ATC to grant the requested service. The SIS concluded that while the ATC analysis identified non de minimis impacts across the Cross Cascades North, Cross Cascades South, West of McNary and West of Slatt flowgates, these impacts were too small to cause any adverse reliability concerns requiring potential system expansion across the monitored flowgates.  Also, there were no sub-grid impacts associated with this request and no further analysis was necessary to grant the requested service.  This SIS is available upon request subject to a non-disclosure agreement.

Bonneville Power Administration – Power Services submitted a long-term firm point-to-point (PTP) Transmission Service Requests (TSR) (AREF number 1472913) to BPA Transmission Services (BPA-TS) through the Open Access Transmission Tariff (OATT). The TSR was for 2 MW with a point-of-receipt (POR) at McNary 230 kV and a point-of-delivery (POD) at John Day 500 kV. BPA-TS’ ATC analysis determined that there was insufficient long-term firm ATC to grant the requested service. The SIS concluded that while the ATC analysis identified non de minimis impacts across the West of Slatt flowgate, these impacts were too small to cause any adverse reliability concerns requiring potential system expansion across the monitored flowgate.  Also, there were no sub-grid impacts associated with this request and no further analysis was necessary to grant the requested service.  This SIS is available upon request subject to a non-disclosure agreement.  ​

PPM Energy submitted ten long-term firm point-to-point (PTP) Transmission Service Requests (TSR’s) to BPA Transmission Services (BPA-TS) through the Open Access Transmission Tariff (OATT). The TSR’s totaled 500 MW with a point-of-receipt (POR) at Slatt 500 kV and points-of-delivery (POD) at John Day 500 (250 MW) and Big Eddy (250 MW). BPA-TS’ ATC analysis determined that there was insufficient long-term firm ATC to grant the requested service.  The SIS identified West of Slatt as the constraining path.  This SIS identified the potential transmission system expansion to mitigate the system constraints and grant the requested service.  This SIS is available upon request subject to a non-disclosure agreement.​

Puget Sound Energy, Inc. submitted long-term firm point-to-point (PTP) Transmission Service Requests (TSR’s) (AREF numbers 71487657 and 71487663) to BPA Transmission Services (BPA-TS) through the Open Access Transmission Tariff (OATT). The TSR’s totaled 206 MW with a points-of-receipt (POR) at Harvalum 230 kV (56 MW) and Midway 230 kV (150 MW) and a point-of-delivery (POD) at PSEI Central Contiguous. BPA-TS’ ATC analysis determined that there was insufficient long-term firm ATC to grant the requested service.  The SIS identified Cross Cascades North and North of John Day as the constraining paths.  This SIS identified the potential transmission system expansion to mitigate the system constraints and grant the requested service.  This SIS is available upon request subject to a non-disclosure agreement.​

The TSR was for 1 MW with a point-of-receipt (POR) at Nine Canyon Wind and a point-of-delivery (POD) at Mason PUD #3. BPA-TS’ ATC analysis determined that there was insufficient long-term firm ATC to grant the requested service. The SIS concluded that while the ATC analysis identified non de minimis impacts across the West of Slatt and West of McNary flowgates, these impacts were too small to cause any adverse reliability concerns requiring potential system expansion across the monitored flowgates.  Also, there were no sub-grid impacts associated with this request and no further analysis was necessary to grant the requested service.  This SIS is available upon request subject to a non-disclosure agreement

BPA-TS TPP-2008-014 Horizon Sagebrush SIS (LTRQ 1139-1143)
This is a revised System Impact Study (SIS) report that updates an earlier SIS.  Horizon Wind Energy, LLC submitted long-term firm point-to-point (PTP) Transmission Service Requests (TSR’s) (Long Term Request Queue numbers 1139-1143) to BPA Transmission Services (BPA-TS) through the Open Access Transmission Tariff (OATT). The TSR’s totaled 195 MW with a point-of-receipt (POR) at Kittitas Wind 230-kV and a point-of-delivery (POD) at NW Hub. BPA-TS’ ATC analysis determined that there was insufficient long-term firm ATC to grant the requested service.  The SIS identified North of John Day as the constraining path.  This SIS identified the potential transmission system expansion to mitigate the system constraints and grant the requested service.  This SIS is available upon request subject to a non-disclosure agreement.​
