Updates and News

Program Description
Performance Tested Comfort Systems (PTCS) and Prescriptive Duct Sealing are Pacific Northwest regional programs promoting contractor training for quality installation of high efficiency heat pumps and duct sealing. The requirements and specifications focus on proper sizing, commissioning and controls of heat pumps and energy saving duct sealing resulting in increased comfort and energy savings. These programs are supported by the Bonneville Power Administration (BPA) and Northwest Public Utilities. PTCS and Prescriptive Certified Technicians complete a BPA-approved training and sign a participation agreement in order to be certified to perform work in this program. Since 2006, BPA has certified more than 800 technicians and more than 80,000 homes have received PTCS and/or Prescriptive services.
BPA does not provide incentives directly to homeowners. Please contact your local utility for more information. Oregon customers of PGE, Pacific Power, Northwest Natural or Cascade Natural Gas should contact the Energy Trust of Oregon at  1-866-365-3526 or by email at
