Looking ahead, our Risk Mitigation and Financial Policies Refresh process aims to put the Federal Columbia River Power System and BPA's ratepayers on solid financial footing now and in the future. I'd like to thank the region for your continued support and engagement.

On Sept. 30, the Bonneville Power Administration made its annual payment to the U.S. Department of the Treasury for the 43rd consecutive year, bringing cumulative payments to approximately $37.8 billion since 1984. The total payment for fiscal year 2026 was $1.2 billion. The payment was made on time and in full despite another below-average water year and other cost pressures impacting BPA revenues.

This year's payment includes $894.6 million in principal and $272.2 million in interest. As the last disbursement of the fiscal year, the Treasury payment signifies BPA's ability to meet all other financial commitments first.

“The US Treasury payment is the last payment of the fiscal year for a reason. It signifies BPA's ability to meet all other financial commitments first, and emphasizes the need to maintain fiscal responsibility, particularly as we embark on our ambitious efforts for large-scale grid expansion," said Kim Thompson, acting chief financial officer. “Looking ahead, our Risk Mitigation and Financial Policies Refresh process aims to put the Federal Columbia River Power System and BPA's ratepayers on solid financial footing now and in the future. I'd like to thank the region for your continued support and engagement."

BPA is a self-financed power marketing administration that receives no annual appropriation funding from Congress. Instead, BPA recovers its costs primarily through the sale of electric
power and transmission services.

Each year, BPA pays back to the U.S. Treasury a portion of the taxpayers' investment in the Federal Columbia River Power System, which includes the federal hydropower dams and the transmission system that delivers affordable, reliable power to communities across the Northwest.
