CLEAR Safety Guide Book

As the agency continues to pursue its path to becoming the safest utility in North America, the framework in this guide book reinforces proactive behaviors and continuous learning that reduce preventable incidents and strengthen BPA's safety approach.

CLEAR stands for . . .

  • Commitment – Aligning decisions and behaviors with BPA’s safety values.
  • Leadership – Modeling safe behaviors and creating conditions where safety is prioritized and continuously improved.
  • Empowerment – Enabling every staff member to speak up and act in the interest of safety without hesitation.
  • Accountability – Taking ownership of actions, outcomes and safety responsibilities.
  • Resilience – Anticipating, adapting to and recovering from risks and disruptions without harm.

CLEAR establishes a common language for safety and reinforces practical actions that protect BPA workers and the communities the agency serves.

Continuous safety improvement

BPA supports a strong safety approach through comprehensive training and continuous improvement efforts. Training programs include areas such as the following:

  • AED and CPR
  • Fall protection
  • Hearing conservation
  • Respiratory protection
  • Flammable and combustible liquids safety

BPA also emphasizes proactive hazard identification and reporting to help prevent incidents before they occur. BPA's safety office gathers information from safety concerns, observations and incidents to strengthen programs, improve processes and support continuous learning across the agency.

Power Line Safety

You don’t have to be touching a power line to be a risk of getting shocked. Electricity can travel from one surface to another even when the two objects don’t touch.
