In April 2026, BPA initiated discussions with customers and stakeholders regarding the potential for settlement of the TC-27 tariff proceeding on issues related to the Grid Access Transformation Transition Planning Process. Based on the progress in the settlement discussions, BPA staff, in collaboration with settlement parties, developed the below settlement proposal.
Settlement participants and any other prospective party to the TC-27 tariff proceeding should notify BPA of any objection by 5 p.m. on Friday, Oct. 16, 2026. Send any objections via email to techforum@bpa.gov with the subject: “Proposed TC-27 Settlement.” If you object, please describe the following (at a minimum):
- Why your organization opposes the proposed TC-27 settlement,
- How your organization’s interests are affected in the tariff proceeding,
- The specific aspects or provisions of the settlement that are the subject of the objection, and the reasons for the objection.
For any prospective party that is a member of or represented by a customer group or trade organization that has been participating in the settlement discussions or that typically participates in BPA matters, please consult with the representatives of that group or organization about the need to respond.
