TC-26 Tarriff Proceeding

Section 9 of Bonneville's Open Access Transmission Tariff (Tariff) provides that the Bonneville Administrator may use the procedures set forth in Section 212(i)(2)(A) of the Federal Power Act to modify terms and conditions of the Tariff. The TC-26 Tariff Proceeding largely follows rate case procedures.

New Secure Website Training

 BPA is introducing a new secure website (https://proceedings.bpa.gov/), which is the official filing repository for all rate case and tariff proceeding documents. BPA will hold training on it on Wednesday, Oct. 23 at 1:00 p.m. The training is being held in advance of the prehearing conference to provide prospective parties with instructions on how to file a petition to intervene on BPA’s new secure website, which can also be found in the User Guide. The Rules of Procedure require interventions to be filed on the secure website by the intervention deadline specified in the Federal Register Notice (FRN).

Scheduling Conference for BP-26, TC-26 and PRDM 2029

 BPA will hold a scheduling conference on Monday, Oct. 28 at 10 a.m. to review and discuss the proposed procedural schedules for the BP-26 Rate Case, TC-26 Tariff Proceeding and PRDM 2029 process with prospective parties to each proceeding. The draft proposed procedural schedules will be provided in advance of the conference. The conference will be virtual only. Meeting details are available on the BPA event calendar.

Workshop Materials and Customer Comments

TC-26 Tariff Settlement and BP-26 Partial Rates Settlement of the Generator Interconnection Withdrawal Charge

In August 2024, BPA initiated discussions with customers and stakeholders regarding the potential for settlement of the TC-26 tariff proceeding. Based on the progress in the settlement discussions, BPA staff has developed a proposed settlement “package” that includes two agreements. The TC-26 Settlement Agreement addresses all issues in the TC-26 Tariff terms and conditions proceeding. The BP-26 Partial Rates Settlement Agreement addresses the proposal to add a Generator Interconnection Withdrawal (GIW) Charge in the Transmission, Ancillary, and Control Area Service rates (“BP-26 Partial Settlement Agreement”) in the BP-26 rate proceeding.

Participants in the settlement discussions and other stakeholders were asked to submit their responses to the proposed settlements to techforum@bpa.gov with a cc to their Account Executive by 5 p.m. (PDT) on October 15, 2024. 

BPA received no responses objecting to the proposed TC-26 settlement agreement or the BP-26 partial rates settlement agreement therefore staff will move forward with proposing adoption of the tariff settlement in the TC-26 tariff proceeding and proposing adoption of the partial rates settlement of the Generator Interconnection Withdrawal Charge in the BP-26 rate case.
