On August 16, 2022, Congress approved the most significant piece of energy conservation legislation in the Nation’s history. The Inflation Reduction Act (IRA) is investing $370 billion to lower energy costs for American families and small businesses while creating jobs to deliver energy investments. Many of the rules and guidelines for the IRA have now been developed and are being implemented by the Department of Energy, in collaboration with state energy departments and other relevant agencies. Households continue to take advantage of Federal Home Energy Tax Credits. These are separate from BPA incentives but can be offered concurrently to provide greater savings for customers.

Incentives from BPA can be combined with Federal Energy Tax Credits to significantly reduce the cost of energy-saving investments and enhance program offerings. Tax Credits remain available for Air Source and Ductless Heat Pumps, Heat Pump Water Heaters, Insulation, Windows, Doors, and Central Air Conditioners.

The residential segmentation research allows BPA and its customer utilities to understand residential customer decision making related to energy efficiency. The research results will inform and facilitate development of appropriate marketing and messaging strategies.

The goal of Six Going on Seven is to collect regional savings achievements from 2010-2012 to facilitate discussion during the development of the Council's 7th Power Plan. BPA collected and analyzed this regional data and is excited to share the results with the region.

Every five years, the Northwest Power and Conservation Council updates their regional Power Plan. BPA engaged with the Council and staff during the development of the Plan by conducting analysis and providing input on energy efficiency conservation potential and targets. This site contains technical analysis, presentations, and communications related to BPA’s work on the Power Plan.

The Utility Sounding Board (USB) was created to inform BPA on the implementation of energy efficiency programs throughout BPA’s service territory. The USB is an entity reflective of the many diverse public utilities, cooperatives, and municipalities engaged in energy efficiency. USB members focus on what it takes to achieve regional energy savings targets by providing utility specific insights to BPA. The USB routinely explores ways in which existing programs can be leveraged for additional program services, shares insight into local implementation practices for BPA-sponsored regional programs, and offers perspective on related energy efficiency resources that should be developed for regional implementation across all utility segments.
