Vice President of Energy Conservation Dan James is taking a detail as a senior policy advisor in Intergovernmental Affairs. James will report to Administrator Travis Kavulla and support relations with customers, congressional offices and the Department of Energy. In addition, he will advance BPA perspectives and interests on strategic priorities and policies, specifically BPA's day-ahead markets initiative.

James' detail will also support the leadership transition in Intergovernmental Affairs following the recent retirement of its former director, Sonya Baskerville, and the forthcoming selection of a permanent replacement.

“Dan's legislative affairs and established relations with customers, stakeholders and elected officials make him a natural fit for this detail during this period," said Kavulla. “His strategic counsel and relational skills will be an asset to Bonneville as we pursue participation in a day-ahead market and execute other strategic priorities."

James is currently the vice president for Energy Conservation where he oversees BPA's conservation and resource acquisitions responsibilities under the Northwest Power Act.

Dave Moody, deputy vice president of Energy Conservation, will serve as the acting vice president behind James for the duration of the detail, which is not to exceed 240 days and begins Nov. 1.

Moody has served as the deputy for Energy Conservation since 2023. He began his BPA career in 2011 when he was hired in a marketing role for the Energy Conservation team. Since then, he has held a variety of leadership positions within the organization, including managing the Marketing, Programs, Planning and Evaluation, Demand Response, and Compliance teams before being selected for his current role.

Joel Scruggs will continue to serve in dual roles as chief communications officer and acting Intergovernmental Affairs director until a permanent selection has been made.
