Bonneville Power Administration (BPA) decided to construct a new 230/115-kilovolt (kV) Morrow Flat Substation approximately 1.5 miles east of Boardman. The 17.5 acre substation will be located in an area zoned for industry adjacent to existing BPA transmission lines. Once energized, the project will help serve increased energy demand from existing development, food processing plants, and new data centers in the Boardman area.
Construction of the substation requires reconstruction of steel structures within a mile of the substation on two transmission lines. As part of the project, BPA would also need to make improvements along the McNary-Boardman and the McNary-Jones Canyon 230-kV transmission lines for operational safety. These improvements may include reconfiguring hardware on existing structures, regrading the ground beneath the transmission lines or replacing steel structures.
BPA completed the environmental analysis, which was documented in a categorical exclusion in summer 2014.
