BPA’s Income Qualified Energy Conservation Incentive Program

At a Glance

BPA manages four state-level Income Qualified energy conservation grants established with Washington, Oregon, Montana, and Idaho. Funding is distributed around the state to participating Community Action Agencies/Community Action Programs (CAA/CAP) and other entities to complete energy conservation projects.

Funding for the State grant program budget is approximately $5.4 million per year and is negotiated annually. The performance period for these grants spans the full two-year rate period.

Northwest Regional Income Qualified Energy Conservation Workgroup
