BPA has released the final Record of Decision on the BP-26 rate case which adopts Power, Transmission, and Ancillary and Control Area Service rates for the three-year rate period beginning October 1, 2025 and ending September 30, 2028 (fiscal years 2026, 2027 and 2028).

The final power and transmission rates are the product of a formal administrative process that started in November of 2024. Collaboration among rate case parties resulted in three separate rate settlements that were proposed and adopted by the Administrator, covering both power and transmission rates. The settlements strike a balance between setting rates that are stable, predictable and low for regional customers, while also allowing BPA to meet its statutory obligations in a sound and fiscally responsible manner. The settlements reduced rates relative to BPA Initial Proposal as well as adopted various rate improvements relative to the BP-24 rates. These settlements resulted in an average effective PF Tier 1 Power rate increase of 8.9% and an average Transmission rate increase across all products of 19.9%, relative to BP-24 rate levels.
