Schedule Adjustment for Issuance of Updated Large Generator Interconnection Phase One Cluster Study Reports and Phase Two Cluster Study Agreements

BPA is announcing a two-week adjustment to the scheduled release of the updated large generator interconnection Phase One Cluster Study Reports. Updated reports for each Cluster Area are now scheduled to be issued on Sept. 25, 2026.

The adjusted schedule is as follows:

  • Sept. 25, 2026 – Publication of Updated Phase One Cluster Study Reports
  • Oct. 9, 2026 – Phase Two Cluster Study Agreements tendered

This schedule adjustment allows BPA to attempt resolution of ongoing customer disputes and update reports to accurately reflect customer elections from the Customer Review Period.

A Tech Forum notice sent on July 15, 2026, informally shared with customers that a Cluster Re-Study of the Phase One Cluster Study is not needed. BPA also shared that the revised Phase One Cluster Study Reports would be provided by Sept. 11. When it established that target, BPA anticipated that customer redemonstrations would be largely completed by July 15. However, due to the high volume and complexity of the customer redemonstration cures and validations, this work was not completed until Aug. 14, more than four weeks later than expected. BPA took steps to address this approximately four week shift due to the redemonstration process and moved the publication date out only to Sept. 25 versus a full four weeks. The completion of this customer-driven process is a critical input to the Phase One Cluster Study Report revisions.

Once the updated Phase One Cluster Study Reports are issued, BPA will send the formal notification that a Cluster Re-Study is not needed via an OASIS posting and a Tech Forum announcement, and will begin tendering Phase Two Cluster Study Agreements.

Phase Two Cluster Study Agreements

BPA will tender Phase Two Cluster Study Agreements by Oct. 9, 2026, 10 Business Days following the formal notification that no additional Phase One Cluster Re-Study is needed. This represents a five-day extension to the timeline established in Section 7.1 of the Standard Large Generator Interconnection Procedures. This additional time is needed to incorporate pending information that is still being waited on from customers.
