BPA to convert from Forecasted TSRs to Forecasted TSNs

BPA will be converting from the current use of Forecasted Transmission Service Requests (FTSRs) to the use of Forecasted Transmission Service Numbers (FTSNs) to encumber capacity as the outcome of a Load and Resource Forecast Process (LaRP) evaluation.   This conversion will provide BPA with the ability to assign one Assign Ref value for consistent reference going forward and the added flexibility to modify as needed on a yearly basis.  Customers will be able to view FTSNs via either the Transmission Availability webpage and/or in the Customer Data Entry module for those Customers with access.
