Contract Specialists

Help BPA contract administration for pre-award and post-award functions and develop policies and procedures involving the procurement of supplies as a Contract Specialist! 

Duties

  • Administer contracts for pre award and post award functions, including price/cost analysis, negotiation and administration for service, materials, equipment and/or construction within a major spend category.
  • Manage, supervise, perform or develop policies and procedures for professional work involving the procurement of supplies, services, construction or research and development using formal advertising or negotiation procedures.
  • Negotiate sole-source contracts and modifications.

Requirements

 Applicants must have obtained the following education:

  • At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management

Applicants must possess knowledge of the following:

  • Legislation, regulations and methods used in contracting
  • Business and industry practices, sources of supply, cost factors and requirements characteristics
  • Fixed-price and cost contracts, use of special provisions and incentives, and unique regulatory requirements pertinent to diverse procurements.
  • Market conditions and forces interested in and capable of performing a specific contract, including those where a limited number of sources are available.
  • Cost and price procedures and techniques to evaluate bids or offers and responsibility of contractors on the basis of competition, historical costs, reports from technical specialists, or other evaluation criteria where the information is usually available
